Minimum Requirements – Local Office Manager

  • Undergraduate qualification NQF Level 6 in Public Management, Public Administration, Operations, Business Management, Law or Social Science recognized by SAQA
  • 3 Years experience as Supervisor in Operations in Client or Customer Services environment
  • Experience in Civic or Immigration Operations advantageous
  • Knowledge of Constitution, PFMA, Treasury Regulations, OHS Act, Batho Pele Principles
  • Knowledge of PAJA, PAIA, MISS and Departmental Legislative Frameworks
  • Valid driver’s license
  • Willingness to work extended hours

Key Duties and Responsibilities

As a Local Office Manager Level 10 you will manage full operations of DHA Medium Office:

  • Manage Operations of Civic Services in Local Office according to service delivery standards
  • Coordinate and monitor effective processing of enabling documents: ID, Birth, Marriage, Death certificates
  • Manage security integrity of national population register in local offices
  • Participate in outreach programmes to ensure accessibility of DHA services by public
  • Develop and implement Civic Services strategies and operational plans
  • Ensure Local Office operations meet client needs per departmental service standards
  • Collate, interpret and manage statistical information: service standards, turnaround times, bottlenecks, volumes, error rates
  • Monitor and enforce implementation of SOPs within Local Offices
  • Provide expert advice and guidance to Local Offices on operational issues
  • Serve as project leader for project management implementation in Local Office
  • Ensure effective and efficient management of queues and customer flow
  • Manage revenue collection from clients for services rendered
  • Manage Immigration Services Operations in line with Immigration Act 13 of 2002
  • Establish and maintain stakeholder relationships to support service delivery
  • Implement policies, procedures, directives, acts and regulations
  • Manage governance, risk and compliance GRC within Local Office
  • Manage human, physical and financial resources efficiently
  • Coach and guide staff on compliance with regulatory requirements

Successful Local Office Managers need strong management and leadership capability, service delivery innovation, and client orientation. You must have financial management skills, program and project management experience, and change management ability.
