Job Description
– The Border Management Authority is established as an armed service in terms of Section 199(3) of the Constitution of the Republic of South Africa. BMA operates as the third security service alongside the South African National Defence Force and South African Police Service, in terms of the Border Management Authority Act No. 2 of 2020.BMA invites suitably qualified and experienced candidates to apply for the vacant position of Ethics Officer based in Centurion, Gauteng.
Job PurposeTo lead the development, implementation, and continuous improvement of the BMA Ethics, Integrity, and Anti-Corruption Policies and Strategy. The Ethics Officer will ensure full alignment with the National Anti-Corruption Strategy and all relevant public service frameworks.Key ResponsibilitiesLead the creation and continuous updating of BMA’s Ethics, Integrity, and Anti-Corruption Policies and Strategy.Act as the principal point of contact for all ethics-related matters within the organization.
Manage and publicize a safe, confidential whistleblowing mechanism for employees and stakeholders.Ensure all allegations of unethical conduct are properly recorded, referred, and managed in coordination with law enforcement agencies.Advise management and personnel on conflicts of interest, declaration of gifts and benefits, financial disclosures, and remunerative work outside the public service.
Oversee financial disclosure systems and manage registers for gifts, benefits, and remunerative work.Identify systemic weaknesses within BMA operations and report findings with practical recommendations.Design and facilitate ethics awareness programs, workshops, and training sessions to foster a culture of integrity.Collaborate with the Border Management and Immigration Anti-Corruption Forum and other relevant bodies to combat systemic corruption at ports of entry.Represent BMA in inter-departmental ethics committees and build relationships across all business units.Coordinate with legal counsel, human resources, and internal audit to address findings and implement corrective actions.Ensure compliance with all relevant legislation, regulations, and BMA policies.
Minimum Requirements
Undergraduate qualification at NQF Level 7 in Law, Criminology, Public Administration, Risk Management, or related Ethics Management field.
Minimum 4 years experience in ethics and integrity, anti-corruption, vetting, or compliance environment.Professional certification as an Ethics Officer will be highly advantageous.
Postgraduate qualification at NQF Level 8 will be a strong advantage.Valid driver’s license.Skills and CompetenciesIn-depth knowledge of public sector ethics frameworks and anti-corruption legislation.Strong analytical and report writing skills.Excellent facilitation and training skills.High level of integrity, confidentiality, and ethical judgment.
Ability to work independently and manage multiple priorities.Other RequirementsFlexibility in working hours will be required to meet operational demands.May be required to work overtime during peak periods.
